He signed orders stripping security clearances and federal access from major law firms over the clients they had represented. A federal judge permanently struck down the order against Perkins Coie, writing that “no American President has ever before” issued such an order and that it violated the First, Fifth, and Sixth Amendments. At least nine other firms avoided punishment by pledging tens of millions in free legal work to causes he favored.
