A federal judge ruled the shutdown “likely violated the United States Constitution in multiple ways,” because only Congress can close an agency it created. A study in The Lancet <span class='caveat'>projected</span> the cuts could cause 14 million additional deaths by 2030, including 4.5 million children under five.
