FEMA's own data shows he approved about 80% of disaster requests from Republican governors but only about 60% from Democratic ones, rejecting aid to blue states at the highest rate in the agency's 47-year history, in several cases overruling his own agencies that had found the states qualified. His administration separately admitted in a court filing that it cut blue-state energy grants “based solely” on political criteria.
